Supervisor Griffin called the Patterson Town Board meeting to order at 7:30 p.m. with 12 in attendance.


Mr. Griffin stated I apologize, I have been very remiss, I would like to ask everyone in the audience please rise. Yesterday as you know was the 11th Anniversary of 9/11. I would like to have a moment of silence for all who have lost their lives that day. I would also respectfully ask that you keep in your prayers the families of all those who lost loved ones that day and also all of the first responders and all of those people that worked there on the site for the clean-up and are now sick and suffering with a variety of diseases. Keep them in your prayers.

Mr. Griffin stated at this time I would like to deviate from the agenda with the Board’s permission. We have a presentation from County Emergency Management to do with New York Alert’s System.


Town Board members and Antoinette Kopeck, Town Clerk agreed.


NY ALERT-PRESENTATION


Mr. Thomas Lannon stated I would like to introduce Eileen Rogan Hurley she is my trusted side kick in the office and has done a lot of the work to bring NY Alert to fruition. We have been bringing this out through the Town’s and Village’s in the County of Putnam. NY Alert is a free service from New York State. One of the things that we struggled with in the last storm was getting notifications out to the public. It is actually getting harder and harder to get notifications out. It’s a multi-fold problem but the first one is people are dropping their landlines like crazy and they are going to cell phones. We see the number of landlines that are in use and thousands drop every year, so we are losing them. In addition, we had a problem with Comcast. They took away the numbers from us. The Supervisor worked on that, wrote letters and we were able to strike a deal back with them but we have to pay for it. They lowered the fee, they wanted a $1,000.00 per year but we are in the process of getting those numbers back which means we can do a reverse 911 call to let you know if we have opened a shelter. NY Alert is what we like to refer to as an opt in system. You have to sign up to get the notification. You can sign up with your cell phone, multiple cell phones, email address, text messages, pagers or faxes. Whatever you got, you sign up and then we can reach out and get to you with NY Alert. There is no charge to the Town or County. It is a New York State sponsored program. We have used it quite successfully on numerous occasions. In fact, we just used it today. We had a drill and we used it to notify our responders that we were having a drill and it worked fine.


What I would like to talk about tonight is how you sign in. It is not just for emergency notifications. This is for routine notifications that the Town might want to make. It could be to remind people that there is a meeting tonight, to attach the agenda via email. The only thing that we caution on is doing voice alerts because this will do voice alerts as well as doing text messaging or emails. We get a lot of backlash on that so people opt back out. We don’t want to lose any subscribers.

For NY Alert all you have to do as a citizen is go to nyalert.gov. Once you go in it will ask if you are already registered or if you need to enroll. You press the enroll button and this actually goes by pretty quickly. You fill out the information. The only thing you must have is an email address. If you don’t have one, you can call our office and we will be happy to get you an email address. You can come to our office, Eileen is always happy to help people. She will get you a gmail account and sign you up with NY Alert at the same time.


Once you put that information in NY Alert verifies all the information that you submit. You can’t spoof your neighbors. NY Alert will contact the information that you put in and make sure you have permission. You will get an email and click on the button that says that is you, once you click on the link you are back in and verified and then you move forward. You sign in with the password you created and you start the wizard. The wizard will walk you through and right here (pointing to presentation) is where you could add more emails. You can add numerous phone, cell, and fax numbers. One of the nice things about this is you may have someone in New York State that you watch out for, a mother, father who is elderly and you are concerned about them, you can actually go into NY Alert and specify an area you want to watch or simply sign up and put in the phone number of that person in here and it will call to verify. Someone else can sign up an account for you but they will be verified, if that makes sense. Let’s say you want to put in your parents phone number, you put that number in here and NY Alert is going to call that number and specify time to make sure that person does want to accept NY Alert notifications. You can tell it what time and day you want to receive the phone call or you can put it off for a couple of weeks if you are not going to be home and it will go ahead and call. You can put the location of interest in by a very specific address or you can click the button and go to a geo-political jurisdiction which simply means you are going to pick a Town and you just want to know about the whole Town. We suggest to people to put in their address that lets us know where you are. If there is a specific problem on the road we can alert you to that problem.


When it says you are almost done, you are at the end. It is telling you that it automatically signed you up for four events. Severe weather, transportation, missing child and public health alert. Public health alert, stay in that it works great. The problem with severe weather is they are going to notify you a lot. The storms as they pass through keep generating automated responses from the National Weather Service so you are going to get a lot of messages. That is the biggest complaint. If it does become intrusive go back in and uncheck that. The transportation alert is great but they are not for around here, there are only a few. That is another one that will drive you crazy. The missing child alert is important but rarely do you get one from around here. You will get them from other areas around the state. The Town can select routine notifications. Routine notifications can be sewer districts or water districts. It could be you are shutting down a water district or repair on a sewer district. If people are signed up for Town of Patterson notifications they would receive that message. One of the things we have in here is Town of Patterson highway construction and people have signed up for it. The only way you can get notification for the Town of Patterson is to subscribe to it otherwise you would only get emergency notifications from the Town.


One of the flukes with the system is that in order to get to see Putnam County you have to change this one setting that says relative to location to any location. If you don’t do that it won’t bring in Putnam County. They are working on this to fix it.


That is essentially it for NY Alert. From the Town’s level we will train someone to be an administrator. You will get a user name and a password and training. The way New York State did this program is you deal with the County. The County is responsible to administer New York Alert so we go ahead and take care of that. One of the nice things is if you are in a jam you don’t have to train that many people you can call me 24-7. Eileen can also send out the notifications for you.


Mr. Cook stated the Town can use it to notify their employees during a snow storm.


Mr. Lannon stated we didn’t get into that but that is a good point. There is one other notification. That was called public notification where the public opted in. The Town has the ability to import any phone number or email you want on the list and that is called a private notification. It’s pretty reliable.


Mr. Cook stated you can sign up just for email.


Mr. Lannon stated yes. One of the things we didn’t look at is on the phone you can go in and say I don’t want phone calls at a certain time. I can and you can override it but it is called a life threat. If I am going to call someone at 3:00 a.m. it better be serious. Other than that we wouldn’t use life threat.


Mrs. Nacerino stated we just created a distribution list for a water district and people residing within that water district, do we create this list or do we have to obtain permission from each individual homeowner living within the water district to be able to utilize this program for them.


Mr. Lannon stated yes and yes, because you can do either one. My recommendation is that they sign up for the information. You could maintain your own list, the problem is you will be maintaining that list and people will call up and say add me to the list, take me off the list so it is a lot to maintain. If you do the opt in you tell them to go to NY Alert and we make a new sign up that says water district. If they want to change their information they go right to the website and change it. As for permission, I can’t answer that. I feel you should ask them to sign up.


Ms. Pat Ploeger stated are you going to do a mailing to county residents about this.


Mr. Lannon stated the county is not, we are hoping that the Town’s will help us and push that information out. We are working on putting it into tax bills and things like that to try to get that information out.


Ms. Ploeger stated in those mailings some people don’t think ahead but when we have emergencies our power is interrupted which means anything other than a cell phone is useless. If they are putting contact information down they should always include cell phone numbers which is a little bit more reliable.


Mr. Lannon stated Eileen worked very hard in getting handouts and we will leave them here. It gives a summary of what I just went through. The website is nyalert.gov.


Mr. Bruce Major stated you indicated that the system has to have an email address and that you will help provide one on gmail. I would imagine some seniors don’t have computers or cell phones. Is gmail one of the services that if you don’t use it they drop it.


Mr. Lannon stated gmail has been pretty consistent with not deleting accounts. I can’t speak for what they will do in the future but they have been very reliable.

QUAIL RIDGE ROAD DEDICATION – SET PUBLIC HEARING


Mr. Burns introduced the following Resolution for Public Hearing on Construction of Street Improvement in the Town of Patterson – Quail Ridge Road Dedication:

WHEREAS, a petition dated August 28, 2012 has been duly presented to the Town Board of the Town of Patterson, according to law, proposing that the said Town Board authorize and approve the improvement of the Quail Ridge Subdivision roads, hereinafter described, by the construction of pavement repairs, drainage system maintenance and repairs, and other improvements as outlined in a memorandum prepared by Maser Consulting, PA dated September 26, 2011, for Danand Lane, Phillard Road and Phillard Court, as shown on the final subdivision plat for the Quail Ridge Subdivision, and


WHEREAS, the Town Clerk of the Town of Patterson has certified the petition as having 29 signatures of property owners with frontage on Danand Lane, Phillard Road and Phillard Court, and


WHEREAS, the Town Planner of the Town of Patterson has verified that the certified signatures constitute the owners of road frontage equaling or exceeding one-half (½) of the entire frontage or bounds on both sides of the Quail Ridge Roads, and


WHEREAS, the maximum amount proposed to be expended for the improvement as stated in the said petition is $150,000.00,


ORDERED that the Town Board of the Town of Patterson will hold a public hearing at 7:30 p.m., or as soon thereafter as the matter can be heard, on September 26th, 2012 at the Patterson Town Hall, 1142 Route 311, Patterson, New York 12563, to consider said petition at which time all persons interested therein shall have the opportunity to be heard, and it is further;

Mr. Burns stated the former Reed property on Route 164 has made dramatic improvements. What has previously been an eyesore is going to be a nice looking renovation to the property.

Mr. Cook stated we already had the presentation on NY Alert. It was a good presentation. I think people should think about it and read the literature that was left.



ADOPT LOCAL LAW - ETHICS CODE


Mr. Cook stated since we are extending the Public Hearing until our next meeting, we will table this until the next Town Board meeting.


ADOPTION LOCAL LAW – EXEMPTION ON IMPROVEMENTS FOR PHYSICALLY DISABLED


Mr. Cook introduced the following Resolution of Adoption of Local Law No. 5 of 2012 Amendment to Chapter 142, Article II, Section 142-2 of the Patterson Town Code -

WHEREAS, an amendment to Patterson Town Code Chapter 142, Article II, entitled "Exemption on Improvements for Physically Disabled,” has been introduced before the Town Board of the Town of Patterson, as Local Law 5 of 2012, and


WHEREAS, a public hearing was held on August 15, 2012, upon notice duly published and posted, and


WHEREAS, public discussion was heard at such hearing concerning the merits of said introductory local law, and


WHEREAS, the Town desires to provide ongoing assistance to disabled persons seeking to create a usable and accessible residence;


WHEREAS, the Town Board of the Town of Patterson wishes to amend Chapter 142, Article II, of the Patterson Town Code entitled "Exemption on Improvements for Physically Disabled," which amendment will provide clarification of Section 142-2 therein to provide a tax exemption for the increased value attributable to certain qualified improvements made to accommodate disabled residents that were constructed prior to the effective date of the Article, and at any time thereafter.


NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Patterson hereby amends Chapter 142, Article II, of the Patterson Town Code in the form and manner as provided below, which amendment will provide clarification of Section 142-2 therein to provide a tax exemption for the increased value attributable to certain qualified improvements made to accommodate disabled residents that were constructed prior to the effective date of the Article, and at any time thereafter, and

ROBERT MCCARTHY


GARBAGE DISTRICT II – UPDATE


Mr. McCarthy stated on August 30, 2012 Patterson had their own “Undercover Boss.” I showed up at 5:15 a.m. and basically took a ride in the truck. At 5:30 a.m. one of the guys didn’t show up. So, now it is me and another employee that is there. The whole entire trip I was supposed to watch but I actually picked up garbage for the next three hours, which wasn’t that bad. The only problem we had was the 96 gallon garbage cans were way too big. The other problem is no one has any lids on their garbage cans. We were back in the shop at 9:00 a.m. and everything went well. We are doing very well with the garbage pick-up and single stream. It’s hard work. At the next meeting I will have numbers on how we are doing financially with single stream.


WINTER SIDEWALK MAINTENANCE – ADVERTISE FOR BIDS


Mr. McCarthy made a motion to authorize the Town Clerk to advertise for bids for the winter sidewalk maintenance in the Patterson Hamlet and for snow removal for the sewer and water district.

Mr. Cook stated these are for one year. Do we ever do it for two years.

THE 5TH ANNUAL PUTNAM COUNTY ANTIQUE MACHINERY ASSOCIATION’S SHOW


Mr. McCarthy stated on September 15th and 16th, 2012 is the 5th Annual Putnam County Antique Machinery Association’s Show. They are going to feature historic engines and antique cars. They will be asking for a $5.00 donation and that is to support education activities at Tilly Foster.


HVCP’S 19TH ANNUAL PUTNAM COUNTY FALL CLASSIC HALF MARATHON AND 5K


Mr. McCarthy stated the Hudson Valley Cerebral Palsy Association is doing a half marathon and 5K on Sunday, September 30, 2012.

TOWN HALL & RECREATION BUILDING REPAIRS – AWARD BIDS


Mr. Griffin introduced the following Resolution Awarding Bid for Repair/Replacement of Roof at Patterson Recreation Center and Repair/Replacement of Trim at Town Hall:

WHEREAS, the Patterson Town Board has solicited proposals for necessary repair/replacement of the roof at the Town Recreation Center and for repair/replacement of trim at the Patterson Town Hall; and


WHEREAS, Top Hammer Construction Corp. has submitted the lowest responsible bids in the amounts of (i) $57,326 for the Recreation Center work, with an addition unit price of $145 per 4' x 8' sheet of plywood needed; and (ii) $28,518 for the Town Hall work, all of which is to be completed in accordance with the Request for Quotes, and the specifications contained therein.


NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Patterson hereby awards to Top Hammer Construction Corp. the contract for the above described work in accordance with the Request for Quotes and specifications contained therein for the amounts hereinabove set forth; and


BE IT FURTHER RESOLVED, that the Town Board of the Town of Patterson hereby authorizes the Supervisor to execute a contract or contracts with Top Hammer Construction Corp. or the above described work, and any and all other documents necessary to give effect to this Resolution.

PUTNAM LAKE DAM ENGINEERING REPORT – FOLLOW-UP


Mr. Griffin introduced the following Resolution Awarding Bid for Geotechnical and Engineering Evaluation of Putnam Lake Dam:

WHEREAS, the Town Planning Consultant has solicited proposals for preparation of a geotechnical engineering evaluation and report as to the condition of the Putnam Lake Dam (the "Report") as required by, and in order to meet a deadline imposed by, the NYS Department of Environmental Conservation, said deadline having previously been extended; and


WHEREAS, the Town Planning Consultant has solicited quotes for the Report from the (i) Town Engineering Consultant, Maser Consulting, P.C. ("Maser"), which has performed a visual evaluation of the Dam, and which submitted a quote of $11,500 as set forth in its letter of August 8, 2012, a full and complete copy of which is annexed hereto and hereby made a part hereof; (ii) Bibbo Associates ("Bibbo"), which declined to submit a bid; and (iii) Insite Engineering ("Insite"), which advised that the cost of the Report to be in the range of $25,000-$40,000; and


WHEREAS, under the Town's Procurement Policy the acceptance of a proposal in this matter requires a competitive solicitation of Requests for Proposals from at least four (4) vendors, but the Town Board hereby determines that given the disparity between the quotes of Maser and Insite, and the refusal of Bibbo to submit a Proposal, as well as the pending NYSDEC deadline, good faith effort has been made to obtain the lowest responsible quotation for the subject work;


NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Patterson hereby awards to Maser Consulting, PC the contract for the above described work in accordance with its August 8, 2012 letter; and


BE IT FURTHER RESOLVED, that the Town Board of the Town of Patterson hereby authorizes the Supervisor to execute a contract or contracts with Maser Consulting, PC for the above described work, and any and all other documents necessary to give effect to this Resolution.

SEWER EXTENSION - UPDATE


Mr. Griffin stated I thought tonight we would have some actions to take but we’ve had a very slow response from our outside agencies to our SEQRA circulation so we are not prepared to do this tonight. We do know that the engineer has been actively working on the surveying and other aspects of the work that needs to be done. We will table this.


ENERGY COOPERATIVE – AUTHORIZATION FOR CONTRACT


Mr. Griffin stated Trish did work on this and has looked at our current energy rates. We have a target number and at this time I would like authorization from the Town Board that if the rate is acceptable at the bid opening on October 3, 2012, I would like the Board’s permission to authorize the Town to join the cooperative. If the number isn’t what we are looking for then I will not join the cooperative. Currently I think we are paying eight cents a kilowatt.


Mr. Don Rossi stated has the contract been forwarded.


Mr. Griffin stated I will get you all the paperwork. If we want to condition the approval on the advice of our attorney and meeting the target number that the Town Comptroller has recommended.


Mr. Burns stated what is the target number.

Mr. Griffin stated it would be lower than what we are paying now.


Mr. Burns stated how long are we committed for.


Mr. Griffin stated that’s a good question. I believe it is a year. I will hold off on this until we have more information and Don has the opportunity to review the contract.


TOWN HALL LOCK-DOWN - UPDATE


Mr. Griffin gave a summary of what happened last Thursday regarding the lock-down at the Town Hall.

JUSTICE COURT REQUEST – NEW COPIER


Mrs. Nacerino made a motion to table this request based on an email we received from Don Rossi which she read.


Mrs. Nacerino stated in essence what needs to be obtained is additional quotes or Neubauer needs to come in under the quoted price of the state contract, so we would contact Judge King tomorrow to let him know he must be in compliance with the Procurement Policy.


RECREATION REQUEST(S) – NEW HIRE, REPLACE REMOTE CONTROLS


Mrs. Nacerino stated the scoreboards at the Recreation Center were malfunctioning. Sue Macagnone received a verbal approval from the Town Board on August 8, 2012 to order the necessary components to order the parts.


Mrs. Nacerino made a motion to approve the quote of $1,326.21 from Nevco Inc.

Mrs. Nacerino made a motion to approve the request of Matt Chibbaro, Recreation Director to change the title of Christopher Santos and Marcus Chiesa from Junior Staff to Senior Staff at a rate of $10.00 per hour. Also, he is requesting to hire Mrs. Lisa Piccolino at a rate of $9.00 to work in our kindergarten enrichment program. The program has reached a level that requires an additional employee to meet the guideline set forth by Office of Children and Family Services. Lastly, he is requesting to hire Nicholas Rodriguez as a Junior Staff member at a rate of $7.50 per hour.

Mrs. Nacerino made a motion to approve Anaconda Sports to purchase softballs for the softball league in the amount of $388.80.

Mrs. Nacerino read a letter from Matt Chibbaro stating that the fitness instructor Susan Hughes agreed to accept a reduction in her rate of pay for instructing fitness classes at the Recreation Center. Her new rate will be $35.00 per session.


Mrs. Nacerino read a letter from Matt Chibbaro to Dr. Allen Beals thanking him for holding his Community Wellness Fair for Women, Infants and Children on Wednesday, August 29, 2012 at the Recreation Center.


PAB REQUEST – MOWER REPAIR


Mrs. Nacerino made a motion to approve the expense of an emergency repair in the amount of $3,668.08 to pay Brady Power Equipment Service for the mower that needed repair.


Mr. Burns stated how many times have we replaced the engine on that mower.


Mr. Griffin stated this is the first time the engine has been replaced. It was sent out twice to be repaired. Russ suggested Brady and they had the ability to come and pick up the machine.

Based on what their comments were when the machine was repaired, we will be speaking with the prior repair company because we are holding a bill from them and there will be some discussion as to what was and wasn’t done correctly.


Mrs. Nacerino stated they have the money in their budget.


Mr. Griffin stated also we were paying a private contractor almost $500.00 every time we had the park mowed, weed wacked and grass blown etc. The mower was back within two weeks.


Mr. Burns stated I’m not questioning it had to be done, I’m questioning what wasn’t done previously.


Mrs. Nacerino stated we had numerous problems previously so going forward hopefully we won’t have those problems.

JUSTIN LANGLOIS MEMORIAL – PLAQUE


Mrs. Nacerino stated Justin Langlois was a 20 year old who worked at the Recreation Center that suddenly passed away in late August due to an acute asthma attack. We were all very saddened by his untimely death. We are preparing to order a plaque with his picture so his memory will stay within the halls of the Recreation Center. Matt and I are also planning to do something to keep his memory alive year after year, possibly a 5k race. He was a fine young man.


PUTNAM COUNTY TIME CAPSULE


Mrs. Nacerino stated on November 11, 2012 a new time capsule will be buried in Putnam County. There will be two capsules. One will be open in 50 years and one will be open in 100 years. Libby Pataki is the Director of Putnam County Tourism and is accepting suggestions for materials to be submitted to the time capsule. I thought it would be good for the Town of Patterson to make some things that they deem worthy so we are seeking your suggestions and advice. Sue Brown and I will be working on that.


OTHER BUSINESS


Mr. Griffin stated tonight the Town Board received their Tentative Budget. It basically reflects a one percent tax levy increase. It’s half of what the state mandates that we have to do which is two percent tax levy increase. I want to thank all of the department heads for all of their hard work. I want to thank Rich Williams for the districts, the sewer plant and all the other work he did putting together very responsible budgets. And I especially want to thank Patricia Brooks who was here until about 7:00 p.m. tonight finishing this up. I will ask Sue to put it on line with the Board’s permission.

Town Board agreed to put it on line.


Mr. Griffin stated we received a letter on August 17, 2012 from a woman who lives on Turk Hill Road in Brewster relative to a house on Danbury Road in Putnam Lake. She bought the house recently and it turns out there was a deck that was preexisting with no permits. She refinanced and was advised by the Director of Codes that the fee to correct the issue would be $325.00 which included $100.00 penalty for late filing. She is requesting this $100.00 fee be waived.


Mr. Burns stated doesn’t she have a claim against her title company for the whole amount.


Mr. Griffin stated does the Board want to waive the $100.00 penalty fee or do you want to direct her to get it from her title company which will probably never happen


Mr. Burns stated I would waive the $100.00 fee.

PUBLIC RECOGNITION


Ms. Meg Cariney stated this summer when I was at one of the Town Board meetings I was appalled when I found out that there was a Town Board member getting a family plan of health insurance. I thought a lot about it over the last few weeks and I just feel that with everyone’s taxes going up now a part-time Town Board member should not be getting health insurance. It is becoming a burden on all of the people of this Town. If you wipe away health insurance, then in addition to not paying for that you will be taking away the in-lieu of. I just don’t feel our taxes should have to pay for that. If you are a full-time employee working 40 hours, absolutely. I think everyone should be entitled. But when other part-time employees aren’t getting health insurance, I think people sitting up on that Board should follow suit. As you are working on a budget for this year, I hope you will take that into consideration. I know as a Putnam Lake resident, in addition to everything else we pay, come January we will be paying for a Park District as an added tax. I really hope you will think about this, it’s a burden.


Mr. Cook stated next week we will be having a work session at 3:30 p.m. on the budget. I’m sure that will be discussed.


Ms. Pat Ploeger stated regarding the Park District tax, one of the reasons for the Park District coming to life was the perception that the members of the community were not communicated with important matters that affected their quality of life. This law, unlike the other Patterson park law is going to affect people’s lives very directly. I don’t think the Town Board may have a handle on that. The Town is going to be enforcing, one would hope, the law that they are enacting. The things that the PLCC tried for years to see happen such as no dumping on park lands, parking cars etc., all of these rules now in addition to other rules that are much more stringent, beach closing hours, no swimming after hours, these are things people once they realize it and told they have to live with it, people are going to be upset. I would rather that the Town takes a preemptive stand and makes this Public Hearing a little more important than trying to squeeze it in with three or four other Public Hearings at a Town Board meeting.


First of all, if the word gets out you may get a turn out. This is the end of Yom Kippur and many people have the day off. Traditionally Jewish families break fast, which means that the time that the Public Hearing is being held families who are Jewish traditionally who are religious will not be attending. I wish the Town would give some thought on rescheduling and if there is a major turn out for this will the Town reschedule for the Recreation Center.

Mr. Griffin stated if we can’t have it that night we will reschedule it. Nothing says we are obligated to close the Public Hearing that night.


Mr. Bruce Major stated back in early July, I believe you sent a letter to the MTA. Are they still non-responsive to you.


Mr. Griffin stated they are very non-responsive. I have made multiple phone calls. I was able to talk to an MTA police officer on Thursday night during our incident and he did give me a couple of alternatives to talk to the enforcement folks. I will follow up on that. You can’t get a hold of anyone at the MTA. I wrote to the president and a bunch of other people. I am now going the political route and will be sending letters to Senator Ball and our Governor. I know Governor Pataki intervened on Long Island. We are not giving up on this.

Mr. Griffin made a motion to authorize the Town Attorney to respond to the Ann Fanizzi lawsuit.

Mr. Griffin made a motion for the Town Board to authorize myself and Town Attorney, Don Rossi to negotiate a Inter-municipal Agreement with the Town of Pawling for shared Assessor services to be brought back to the Town Board for approval at the next Town Board meeting.
