1] NORTH EAST MESA
The Applicant wished to regrade an area adjacent to the existing building located
at 10 Commerce Drive in order to create a materials storage area. The area proposed
to be used as storage is located within the buffer of a regulated wetland. The
Planning Board held a public hearing at tonight's meeting. Upon recommendation
of the Town's Environmental Conservation Inspector the Board granted a wetlands
permit for the activity.
2] ALPINE RESTAURANT SITE PLAN
The Board reviewed a site plan showing additional parking for the site. A public
hearing was scheduled on the application for the August 1, 2002 meeting. In
addition, the Board approved a sign application for a retail store which sells
sneakers for the accessory building on the site.
3] CARAFAS LOT LINE ADJUSTMENT
The application represents a request for a lot line adjustment between two parcels
located along Cross Road. Both parcels are located in the "R-40" zoning
district. As proposed, Lot #3 will transfer 0.146 acres to Lot #2. The purpose
of this lot line adjustment is to place the driveway servicing Lot #2 entirely
on the property owned by Lot #2. At tonight's meeting the Board approved the
Application.
4] CUSHMAN-COLEY SUBDIVISION
The application represents a request for subdivision approval of a proposed
two lot subdivision of a 20.28 acre parcel in the "R-80" zoning district.
There are a number of structures already existing on the site, and as a result
no new structures are proposed. The Applicant is proposing to provide access
to Parcel "1" by way of an easement across Parcel "2". The
Board felt that Parcel "1" should have its own separate driveway.
Should the Applicant wish to pursue using one driveway, a variance must be granted
by the Zoning Board of Appeals.
5] BEAR HILL ESTATES SUBDIVISION
The application represents a request for a conceptual review of a proposed eight
lot subdivision of four parcels which combined equal approximately 33.16 acres
located in the "R-40" zoning district. Access to all of the eight
lots will be from Bear Hill Road, which is a Town Road by use. A similar proposal
was reviewed by te Board in the late 1980's and early 1990's. The Board determined
at tonight's meeting that a site walk would be in order.
6] WATCHTOWER BIBLE AND TRACT SOCIETY
The Applicant is proposing to construct two new residence buildings, an office
building, additions to the audio/video building and a new maintenance building.
The current proposal will increase the building coverage at the site by an additional
172,800 square feet for a total building coverage of approximately 652,240 square
feet. The maximum height of the proposed buildings is 79 feet which exceeds
the Town of Patterson bulk dimensional requirements by 44 feet. Access to the
new buildings will be from the existing drive to NYS Route 22. The proposed
expansion of the facility will create sufficient room for approximately 500
additional persons residing at the facility. The Board had previously determined
that the Applicant should prepare an environmental impact statement which evaluates
the proposed action and any adverse environmental impacts that may occur. At
tonight's meeting the Board adopted the final scoping document which provides
an outline for the contents of the environmental impact statement.
7] DEW SITE PLAN
The Applicant is proposing to construct a 7,200 square foot building on the
site that will be used for equipment and material storage (contractor's yard).
Access to the site will be provided by a common driveway which enters onto NYS
Route 22. This common driveway will be shared by three to four adjacent properties.
At tonight's meeting, the Board reviewed the changes to the Plans. No further
action was taken.
8] MACAL SITE PLAN
The Applicant is proposing to construct a 7,200 square foot building on the
site that will be used for equipment and material storage (contractor's yard).
Access to the site will be provided by a common driveway which enters onto NYS
Route 22. This common driveway will be shared by three to four adjacent properties.
At tonight's meeting, the Board reviewed the changes to the Plans. No further

9] DON FLOOD SITE PLAN
The Application requests to change the use of a parcel, located along Route
22 near the Patterson/Pawling town line, from light manufacturing to a contractor's
yard. The Board will visit the site to further evaluate the proposal.
10] BUDAKOWSKI SUBDIVISION
The application represents a request to subdivide a 20.89+ acre parcel into
two lots. The property is located in the "R-40" zoning district. At
present there is one house constructed on the property. Access to the house
is provided over an abandoned farm road previously known as St. Johns Road.
Because the road has been abandoned by the Town, it does not fulfill the zoning
requirements for frontage on a street or highway. To address this issue the
Zoning Board of Appeals granted a variance under Section 280-a to allow access
to the property for the construction of the existing house. The purpose of the
Applicant's appearance before the Board at tonight's meeting is to request a
recommendation on their application to the Town Board for an Open Development
Area, which will be necessary to further subdivide the property without providing
frontage on a road. At tonight's meeting the Planning Board stated that, in
their opinion, the applicant should provide a 50 foot right-of-way and a road
constructed to Town-road specifications if they wish to further subdivide their
property.

d. Chestnut Knolls Bond Reduction
Based on the work completed, the Board recommended a reduction in the bond currently held by the Town from $262, 000 to $106,000.
e. Verizon Telecommunication Tower -Town of Pawling
The Board received notice from the Town of Pawling that the Special Use Permit for the Verizon Telecommunications Tower was under review for renewal by the Town of Pawling.
f. Burdick Farms Subdivision
The Town received notice from NYC DEP that they were requiring a supplemental environmental impact statement to address issues, that in their opinion, were not adequately addressed in the original environmental impact statement.
